TAHC & USDA Fear Backlash by Horse Owners
Both agencies on defensive !
It has become apparent over the last few weeks that TAHC and USDA fear a backlash by horse owners will derail NAIS.
TAHC, USDA and their cohorts are issuing propaganda aimed at quelling NAIS fears of horse owners. They wish to deceive horse owners into believing that you should lay back and enjoy the ride, NAIS might not affect horse owners. Horse owners might not have anything to worry about this decade. Horse owners might not have to report every movement of their animals off their premises.

Check out page 16 and this passage:
Q. Does the NAIS currently explain how it might apply to horses?
A. No. There is currently no section explaining how equines might fit within the requirements of the NAIS. The section on horses in blank. Some horse owners are apparently reading the information presently on the USDA website describing the NAIS and its application to cattle and other species and concluding that the requirements apply to the horse industry. That is not the case. The possible application of the NAIS to horses has not been formulated.
Then look at page 18 and this passage:
Q: Will I have to report every time my horse moves off its premises?
A: Not EVERY single movement of your horse will have to be reported. This would obviously be an unrealistic goal. Movements such as local trail rides, shows or ropings would not be required reportable events. It is likely that the movements that would be reportable would be when horses are transported interstate or to a premises where a brand inspection, Certificate of Veterinary Inspection or other health papers are required.
How can this be? The book is blank according to the ESWG, but ESWG states you defiantly wont have to report every single movement of your horses. HA !

You will find this passage:
Q. If a Person Only Shows Animals or Only Takes Them to Trail Rides, Do They Need to be Identified?
A. When people show or commingle their animals with animals from multiple premises, the possibility of spreading disease becomes a factor. Those animals will need to be identified
Q. What is "Commingling"?
A. Commingling may be defined as an animal having contact with, or being inter-mixed with, animals other than herdmates from that animal's premises of origin
Finally on page 16 of the ESWG booklet you will find this statement :

How many bovines have you took on a trail ride ?
These are just a few of the misleading statements in TAHC and the ESWG " informational" publications, distributed to " Dispel Rumors, Myths & Misinformation "
TAHC, the USDA and their hand picked equine "representatives" like the ESWG will tell you ANYTHING, to get NAIS implemented. Of course once it's a done deal--- Watch out !!
Right now their number one goal is to lull livestock owners into a false sense of security.
